Architectural Control Committee
Deed Restriction and City Code Enforcement — ROCA monitors and enforces our deed restrictions and city codes through the Architectural Contol Committee (ACC). It is the responsibility of each resident to help in this process by being a good neighbor, following approval procedures, and working with neighbors to resolve possible violations before escalating the situation to ROCA or the ACC. Be sure you have a copy of and understand your deed restrictions.
EXTERNAL MODIFICATIONS TO PROPERTY MUST BE SUBMITTED FOR WRITTEN APPROVAL BY THE ACC. THIS IS THE BEST WAY TO AVOID MISUNDERSTANDINGS AND ADDITIONAL COSTS FOR REMOVING OR CORRECTING NON-APPROVED ACTIONS. ALL REQUESTS AND ALL APPROVALS MUST BE WRITTEN. Contact the ACC: acc@royaloakscivic.com

General Guidelines
1) Homes and Structures
Reasonable and customary home maintenance or repairs shall be performed on any part of the home or other structure that is in decline. Any condition that leads to physical deterioration of the exterior of the house or structure will require maintenance. Below is a list of items that need particular awareness:
- Peeling or cracking paint that is visible on any exterior surface will require repainting.
- Rotten wood on fences or the house will require repair.
- Broken glass will require repair.
- Degraded roofing materials shall be replaced.
2) Yards
- Yards should be mowed and edged routinely. Grass or weeds shall not exceed 9” in total height (per city code). Yards that are fronted by curbs shall be edged to prevent the grass from protruding on to the top of the curb surface.
- Trash containers shall be stored out of sight from the street (per city code).
- Dead trees, limbs, shrubs, and plants shall be removed promptly.
- Driveway oil or chemical stains that are visible from the street will require cleaning.
- Areas within visible sight line of the street (driveways, patios) shall be kept free of stored junk, materials, yard implements, etc.
3) General
- As per section 3.3 of the deed restrictions, "The design, color and location of any building, structure, addition or improvement proposed or existing must be approved in writing by the Architectural Control Committee (the "ACC").”
- Normal automated trash pick-up is on Friday. Trash containers are not to be placed on the street until after 6PM Thursday evening and be removed from sight on Saturday morning (per city code).
- Heavy trash collection is the first Friday of each month. Discarded material may not be placed on the street until the Sunday prior to the pick-up date.
- Dogs must be on a leash at all times (per city code).
4) Driveways
As provided for by the deed restrictions, modifications to existing driveways must be approved by the ACC prior to construction. These modifications may include, but are not limited to, a change in driveway dimension or a change in material type (brick to concrete or vice versa).
- The maximum driveway width is limited to, "the distance from outer edge of door jam on one side to the outer edge of the door jam on the opposite side of the door or doors if multiple doors are present". This distance is essentially the distance from "brick to brick" on the inner face of the garage door opening. This applies to single or multiple garage configurations. In the event that a property has more than one garage door or multiple garage buildings separated by 2 feet or more, two separate driveways with green space in between shall be required in lieu of one continuous slab.
- This will still allow homeowners with single lane driveways (at the street end) leading to detached garages to widen the driveway up to the dimension mentioned above. Driveways could be limited to a lesser dimension if the situation warrants.
- Circular driveways are not permitted unless a specific "need" is demonstrated. One such example of a qualifying "need" could be to avoid backing into a blind spot or into a busy street or intersection. The exclusion of circular driveways and 3-car width driveways from the guidelines is done in order to minimize "green space" reductions in the neighborhood. Existing circular driveways and 3-wide driveways will be "grandfathered" and therefore not fall under these guidelines unless they are to be replaced or modified. The new guidelines would then apply.
- Allowances will made be on the end of a driveway nearest the house where a concrete walkway connects the driveway to an entrance to the house.
